How to restrict internet access on a remote host?

The essence of the question is this:
Software is installed on a remote host (access via RDP), perhaps not one, but some number N. How to disable the network on this host, but still be able to use it? The virtualization tool in this case is vmware ESXi

Manage the machine not through RDP, but through virtualization tools.
RDP is a network protocol. No network - no protocol.
Answer to the corrected question:
You can specify fake DNS, which will not allow any software to get the address of the desired host. And you can connect just like before.
PS Do not forget to flushdns after installing DNS.
