Solving technical and other issues on home Internet from Rostelecom

Good evening. Unfortunately, I don't have the opportunity to ask on the company's blog, so I'll ask here.
Is it possible to find a person from Rostelecom who will help in solving my problems that numerous telephone services cannot cope with?
Problem 1 - DHCP settings are constantly reset on the ONT terminal installed in the apartment. It is obvious that they come from a communication center. Unfortunately, technical support, being unable to understand the structure of their network, sends me to the subscriber department.
Problem 2 - a request for recalculation for an erroneous write-off has been hanging for 3 months. "Letters of happiness" regularly come with a demand to pay off the debt. There are also no moves.

Certainly not a solution, but I would consider changing the provider, with such and such maintenance.

On the 2nd point, go to the subscriber department with legs and figure it out. And preferably not close to home, but to the central / head office. In our city, Volgograd, Rostelecom, this is the former YuTK, and more rummaging around at the head office

I will go to the subscriber department only in case of termination of the contract. There is a fundamental desire to understand it remotely. Moreover, I already submitted the first application there.
