Low fps in games?

Recently I decided to change the hard drive, I played for a whole week without any problems, and suddenly the video card started loading in all games at 100%, I already tried almost everything (I checked for viruses, reconnected all components, overclocked and even changed Windows), but nothing helped. Please tell me what could be the problem and how to fix it. (video card - 1060 3gb).
