Live coding - what to choose?

I am learning CSS and HTML and I was interested in such a feature as live coding (I think it is very useful for a beginner), but I have not yet found an ideal implementation. Now I use emmet livereload but the need to keep the developer tools always open gets in the way.
I use windows, chrome and sublim. What can you advise?

Enjoyed. Somehow sublime is more convenient in everyday mode. maybe there are other solutions for sublim?
