How to prioritize traffic to devices connected to a Mikrotik router?

TV, PC and a couple of mobile devices are connected to the Mikrotik hAP ac router at static addresses. I found many instructions on how to prioritize traffic by type, but in my case these are unnecessary complications: I, in fact, need to set high priority for all traffic going to TV, and low priority for traffic on PC.
How can this be done in the simplest way?

Can. WinBox has QOS. configured through it. Simple queen rules.
And the question is - why?)
