Limiting environment resources?

Good day!
I'm interested in this question: are there any tools for Win (software for virtualization, etc.) that allow emulating the work of a weak processor. For example, in VirtualBox I can set a RAM limit, but there is no CPU time limit. Support for Win as a guest OS is required.

I found several utilities for limiting CPU time for a certain process, but in my case none of them is suitable, because. The software is written in .Net and it is desirable to test the whole thing in a comprehensive manner.
