of those that I can advise on php:
file - Quick.Cart and Quick.CMS . IMHO, the most kosher of file CMS-in. One engine is store-bought, the other is for ordinary sites. The developer is Polish, but there are Russification files (and it's not difficult to localize both of these CMS manually). Also on the developer's site there are plugins and themes.
on sqlite - phpSQLiteCMS (I don't know about the number of ready-made plugins for it, but probably there are not many of them).
in mysql - Textpattern (one of the features is the use of the Textile converter, which allows users to mark up text without learning HTML), as well as MaxSite CMS .
PS This is one of those engines that do not eat a lot of server resources. If the size of the engine, the speed of work and the load on the server are not important, then you can Wordpress, as the most popular cms-inu to manage, or Joomla.
