Is there a tagged Q&A engine similar to Toster?

Is there an engine similar to Toaster? To also support tags, authorization through social networks, search for already asked questions when writing a new one. livestreet is not a habr engine. It's just that the first versions were with a design similar to the habr of that time.
And why do we need some kind of engines? Take a framework and write whatever you want.
