In any case, processors in laptops are weaker and more limited (both in terms of heat dissipation and current consumption). A similar computer on the i5-4460 can be bought now (there are no new ones, of course, only used ones) in the region of 20000r. And here with the laptop you get an overpayment of 2 times.
Moreover, if it is planned with a large monitor (that is, there is no talk of mobility), then the overpayment is also for the battery.
I would just buy a case or a kit from Luna Design (a Russian developer), and screw it on the back of the monitor using standard mounts. And even on the table, it takes up very little space. They have several different case options, and there are ready-made builds with boards and other things.
It will come out nice and comfortable.
I am biased towards Asus laptops, because they constantly shove "cool" hardware into their products, but save on high-quality case material and a well-thought-out cooling system (I owned two of these). HP feel more confident in this regard. Therefore, the "expensive" option is not recommended.
Of the remaining two, I would prefer the Ryzen 5 3500U because of the integrated graphics, which are an order of magnitude better than Intel's UHD. And DVD-RW is the last century, everything is either through a flash drive or from an Internet, especially since after a while the drive dies + takes up extra space in the case, which will affect cooling.
