My laptop only has a headphone output and a microphone input. Can I connect the headphone output through the mini jack of a phone or radio to the microphone input on a laptop? You are not interested in quality, but in particular - nothing will deteriorate or burn out in a laptop or phone?

Most likely nothing will burn and will not deteriorate.
The only input often knows how to be both microphone and linear - it “guesses” itself.
As a precaution, do not immediately turn the volume of the source (phone) to the maximum, but remove it to 0 and add a little bit. If distortions begin to appear, the option does not work.
And just in case, disconnect the phone from charging during the first experiment.
