I would take the maximum possible CPU (because it is not usually updated) and look at the possibility of expanding the memory and disk. Those. 8Gb on board and 32Gb slots are better than 16Gb without expansion. In this case, you leave yourself the opportunity, if necessary, to buy and install more memory in the future without having to change the entire laptop, which will obviously cost less.
It's the same with a drive - if it can be changed and / or there are slots for additional drives - then you can change the configuration and / or expand the drive when you need it, without having to take everything at once.
It is worth immediately considering the size of the monitor. Of course, all people are different, but programming on 13" without an external screen is so-so fun for me, so 15" is clearly better. HiDPI screens (4K and Retina) are clearly more expensive than FullHD, and their need for Python programming is doubtful, so you can save money and just take FullHD. Less than FullHD is definitely not worth it, you need to display a lot of information on the screen.
In general, Lenovo T590 (or even the new T15 Gen 1), for example, fits into your budget, especially if you take it with 8Gb on board. You can separately buy a 32Gb memory stick for it and get 40Gb. SSD is also not very expensive to change if necessary. As a result, you will get a machine with a modern processor, a lot of memory (and 16Gb can easily start to be missed) and tailored specifically for work. At least Lenovo's keyboard is definitely good :)
