Kubuntu and mobile broadband

There is a netbook Asus 1015B on it lives Kubuntu. There is a mobile Noklovsky primitive, unlimited mobile Internet lives on it (If this is important - MTS'ovsky).
Bluetooth works on both devices. BUT! In the network manager, the mobile broadband tab is greyed out. I don’t want to use phones as a dial-up current and mess around with miracle dialers. I want normal internet.
Question: how to enable this unfortunate mobile broadband?
By the way, everything works for a friend on Xubuntu (don’t offer to migrate to xface, I had it and I don’t want it anymore ...)

usually if you connect the network manager with a cable, the bluetooth works fine for me sourceforge.net/projects/gprsec/
