I don’t have time to work on one project and I create the second job offer with a request to help with the site, and every time the upwork bans the account referring to ToS, I don’t understand why?

Banned because it is forbidden to create multiple accounts.
Find out why you got banned the first time. For this reason, they no longer want to see you on upwork, so they will always ban you.
