How does the owner of the Upwork agency pay from the technical (legal?) side?

If you work for yourself as a freelancer, there are quite a few options and they are already well described everywhere: from Payoneer to withdrawal to your bank account in the Russian Federation.
How does the agency pay?
The Upwork website says that all payment for work through an agency goes to the account of this agency, and payment for the work of all team members is made outside of Upwork.
Share your experience of what happens next - "outside of Upwork".
For example, I (I am in the Russian Federation) will create an agency, hire some friend from abroad. How then to pay him purely technically?
If you withdraw to your account and then transfer it somewhere abroad, will there be any problems with the legal registration of all these transfers? What other options are there?
