Tatyana, good day!
Agents are the ones who will have full access to Jira features. To desktops, reports, etc. Clients and participants are users with limited access, in fact, only to the portal. They will only be able to apply through it and view the history. Only agents can process requests. If you have 500 people processing requests, then buying the Service Desk edition will be expensive ($65,400). There are no discounts here. I recommend that you consider an alternative to this edition, the HelpDesk for Jira plugin . For 500 users, it will cost $4,125.
Well, in general, for these and other questions related to Atlassian products, you can contact our company - Teamlead , we will help, prompt.
I recommend that you state your problem by writing a letter to the support service. As a rule, they will offer you several licensing schemes just for you, and most likely even offer a discount. After that, go to your local distributors and ask them to interrupt this offer.
