The solution has been found! All the salt is in the properties of the status, or rather a specific status that is tied to a specific business process. It is necessary to specify the key and the key parameter in the status properties, which will prohibit or allow editing the task at this very stage.
The description is valid for Jira version 6.4.
Path to install keys:
Select the item "Administration" (Administration), requests (issue). Further Workflow (Business process). In the "operations" column, select the "edit" item. In the "operations" column, select the "view properties" item. Here we set the parameter for the property key: jira.issue.editable, for the property value the parameter false, or enable.
