How do I set access in Jira so that only selected users can see the issue?

Hello, help me figure out access to tasks. It is necessary that some tasks are visible only to certain users.
Tried different instructions to configure, does not work.
Did so, created for each project of group of users.
Added rules to Permission Schemes:

As I understand it, for access to projects, the rest is also like that.
Made Task Security Schemes. Added a user selection field to the tasks, added a rule so that the user field has a choice of who has access. prntscr.com/hlbu70 a user is selected in the task and, in theory, the right to view the task should be given in this field
In the project, I chose this scheme. And it doesn't work. Please help me figure out how confusing this is.
I removed these Task Security Schemes altogether, did this prntscr.com/hldkpc , that is, access by field, whoever is specified in the field sees the task. But the list of all projects turns out to be visible to everyone. How to limit the visibility of projects?
