How is Jira completed?

Good afternoon, comrades, the question may be stupid, but at all the places where I came, the processes in fat were already established and I have a question, but what if not, who is finalizing the fat? Some programmer? Analyst? Pm? And how does it happen? A friend at work has terribly neutered fat and I don’t understand why this is connected, with the fact that a bolt was hammered into it or just a version where there is nothing? But it is unlikely that even in the cheapest version, there are no boards.

Jira has 2 versions: the server one, which is most often installed by the admin (although there is nothing complicated there), and the cloud version - by subscription, it is issued by anyone who manages the budget in the organization.
Wangyu that "castrated" is most likely a cloud one, although it may just be an unconfigured server one.
The initial setup is usually carried out by the same admin, and then there is an initiative someone who collects requests from teams and cuts screen and workflow schemes, hooks pre- and post-triggers, integrates with repositories, Slacks and other third-party services.
In my PM practice, I had to master the full cycle (not that it was awesomely difficult, but there are not so many people who know how / want to do this and do it well, and I had to organize the work of teams many times).

Hey!
It all depends on what functionality is required from Jira.
Our organization has a whole department dedicated to administering the Atlassian product stack.
Of course, if you use jira exclusively for the department timeshield (move/assign tasks to employees), then you don't need total customization.
I work in an organization that develops and maintains software for banks and, as a rule, there is simply not enough standard functionality. We use in conjunction with Jira such serious plugins as:
- Script Runner from adaptavist;
- Full stack of products from Teamlead.ru.
Every day we customize projects and Workflow (we write validators\post-functions in groovy language), with the help of products from teamlead we perform manipulations with screen forms (according to the "wants" of customers), we log in on behalf of ordinary users (test the functionality). We often pull data from the database, make a bunch of Atlassian products with third-party services, and much, much more :)
Jira is a very versatile product. It can be used for trivial tasks and considered that it is easy to administer, from the category - "and in general, a student can do it there" :) Or use it for serious things that affect the life cycle of the software being developed.
PS: And yes, Jira is very expensive.
