What program to choose / adapt to control the development of recipes?

One culinary studio asked for help in order to systematize their unbridled creative process of creating recipes for dishes. More than 500 dishes that are constantly updated, outdated, and new ones are added.
We need a system with the ability to:
a) Track the stage of "development" and "release" by steps (statuses)
b) Return finished dishes for revision
c) Link documents (photos, tables, texts, checklists), add comments, links,
etc. ) Conduct joint development online, because people can be in different cities and countries
Desired system requirements:

I'm looking for a connection to Jira Agile and Confluence. Perhaps something more suitable will come to your mind?
