How in Jira can I get a report on how much time the user spent on all tasks for a certain period?
The elapsed time is recorded in the work log.

It is possible, but only with the help of plugins, the built-in reporter (Time Tracking Report) for reports will definitely not be able to solve your case. We use the Timesheet Reports and Gadgets
plugin on our project (the first 10 users are $5 per month, all additional users are $0.6 per month)
