Attachments in a JIRA request. How to return?

In the old version of JIRA that we rented, there was such a field "Add attachments" and a field for dragging and dropping attachments using the drag and drop method.
How to enable the field in my version (in my north)?

Go to Settings -> System -> Attachments and turn on Attachment Permission
