Is this server worth it?

Hello, I choose a server that is not very powerful for use as a local server and for small sites. There are options:

Doubtful iron. Prots (although the performance per core of these processors is poor, they will pull them out for sites due to the number of cores), the mother (although it seems to have only SATA 2 on it), coolers are basically normal, but 40 GB of memory without ECC and SSD on SandForce (especially if they are BU) ...
In principle, this hardware costs 800 euros, but I would not take a server in this configuration.
