Why does Google Chrome load the graphics card 9 times more than Opera?

I have an old Sapphire Radeon HD 5870 graphics card. The rest of the hardware is fine: Core i7 6700, 16GB DDR4, Samsung SSD 850 PRO. Windows 10 x64, regularly updated.
Problem with streaming on twitch. When viewed in opera, the load is 11-13%, in chrome - 99%.
When playing a video on YouTube, chrome loads the video card at first by 44%, after half a minute the load drops to 30-33% and stays at these values. In opera, at first 41%, then fixed at 13%.
In chrome, I have a lot of extensions, but in the incognito tab (without extensions and cookies), the load is the same.
Latest browsers at the time of writing.
Opera: Stable 43.0.2442.1144 (PGO).
Chrome: 57.0.2987.110
Video card drivers are also the latest version.
Why is this happening and how to reduce the load?

1. Download the native twitch client and watch in the VLC player (for example).
Much faster and easier.

I struggled with the same problem for a long time. It seems the reason lies in the Radeon
Switched to the video card built into the mother and chrome flies.
