web development is different. So it would be worth clarifying. For layout, the characteristics are more than normal, for such money (everything will work, but not quickly).
But for comfortable work, of course, it is not enough. But what - it already depends on what to do. For design it would be necessary to have 1 more monik bigger and more RAM. For coding with pleasure, of course, you need to look with ssd, because something like phpStorm coughs on sluggish hdd, which are put into such laptops.
Acer is certainly not ice, but for that kind of money, any manufacturer will have a product made of shit and sticks. So if this is the first laptop and the budget is limited - that's it. But shit plastic, creaking keys, overheating, etc. - Guaranteed price. But you have to start somewhere. I started with shit a lot cheaper. In fact, you can make websites on i486 with win 3.11.

Terrible laptop.
On points:
- operatives SMALL. You have a browser with 10 tabs + the axis will gobble up EVERYTHING.
- No SSD
- low screen resolution
- rather weak percentage (although this is really the latest)
Total - a normal laptop for development about 8 years ago.
