Is this job search normal?

I finished my studies and started working during my studies
. I lived in a small town, got a PHP job at symfony. Everything was fine, but after graduation it was necessary to move to the metropolis
. Upon arrival, I found a job. There was symfony in the stack, but in fact they said "well, you need to write on Bitrix first"
They promised tasks for symfony, but alas. Well, I didn’t like Bitrix after symfony at all
. A month later I left, found another place where they use yii.
I’ve been working for 3 months and don’t feel professional growth from work at all, Tim Lida doesn’t, wrote a bunch of duplicated code and works - well done (then I corrected it naturally, myself) , code review no I read books at the same time, I
study golang
But I don’t know how to find a place where there will be an employer interested in the development of a junior
. And in general, is it normal that there are such problems with work?
It may seem that I demand a lot, but the main thing for me is that there should be development and assistance of the employer in this

Excuse me, why should an employer be interested in the development of their employees?
The employer needs an employee who, for a stable salary, will perform assigned tasks that help the employer earn money. The employer does not need to develop his employees, who then want more money.
The work where you work and develop is not common, mostly the growth is slow - simply due to objective reasons, quantitative experience leads to qualitative growth. But learning something purposefully is certainly more effective.
PS If you want development, perhaps it makes sense to look for an outsource, such companies, in principle, benefit if their employees grow and they can be sold at a higher price, there are even internal training centers.
You can also look at medium and large companies in which the staff turnover is reasonable (within 10-20%), usually there is always an increase in employees and the possibility of promotion.
But in small companies where there is no turnover, the employer in 90% of cases is not interested in the growth of his employees and even interferes.
