Ubuntu is not demanding at all)
Such hardware will be quite enough)
It depends on what you need from the computer. There are official requirements . The latest versions of ubuntu have become very memory hungry, if you work behind the system, maybe xubuntu or mint is better?
Little memory. Very little. You should not use less than 4 GB for your tasks (browsers are very gluttonous now), but 8 GB is better.
The rest of the hardware should be fine, especially if there is an ssd under the system.
From a computer web development is required. phpm mysql, html, css, javascript, jquery, ajax, etc.
