Will hdmi work on windows 10 mini pc?

I am considering buying an inexpensive hdmi mini-pc, like this , not this one specifically, but something like that. According to the configuration from 4GB of RAM and 32GB minimum built-in, Intel Atom. Is such a device suitable for work (browsers, office, skype, it may also be necessary to work with webstorm, photoshop)? I consider it not as the main PC (a temporary alternative for an indefinite period). If someone has already used similar devices on Windows 8/10, it is interesting to know the opinion about such PCs, there may be some inconvenience or difficulties when working on it.

I have on Corei5 + SSD + 8 hectares of RAM in win10 PHPStorm sometimes thinks for a couple of seconds with all sorts of "Convert indents", etc. It's scary to imagine how many days he will do it on the Atom =)
