Is there any converter that could connect 16 UART TTL devices? At the same time, this device should connect to the computer via USB and simply forward all connected devices as serial ports

More common are industrial usb - 16 RS232. With prices that I don't think you'll like. But there is also our Russian usb - 16 UART! Here: A multiport high-speed USB to 16 adapter ...
