Is there such a cloud?

Tell me if there is such a cloud where I could:
1. Download the file via API
2. Generate unique download links and then monitor these links if the file has been downloaded.
3. Delete a file via API

I suspect that there is no such functionality. Then who that can prompt on this subject. How can you do this on some well-known cloud with simple functionality. Or just completely cut your storage? thanks in advance.

Nextcloud... lift it yourself and you will get information about the races.. for example, you can parse accesses from the logs... although maybe there is already a similar plugin

It seems that on S3 you can generate unique links and view statistics.
In extreme cases, you can make a lambda in three lines, which will count these statistics
