Where to store photo descriptions for alt description tag?

Greetings.
There are 1000 photos in the folder. They are displayed on the site page by 10 pieces by random sampling using PHP. Photos must have a description attribute . Where is it better to store and how to request these descriptions so that it is not resource-intensive? In the database, in the file name of the photo, in the metadata, pull from a separate file, ... ? <img src="photo_n.png" alt="?">
