Is there software only for Win7 Prof?

Good afternoon.
Our company participates in one tender and it says that Win7 is a prerequisite, like they have software that only works under it. So this confused me. As far as I know, if there is software for Win, then it will work even under Ultimate, even under Starter, or am I wrong and there is some specific software?

My vision is that someone really needs a certain supplier to win the tender. The reasons can be different - from the development of budgets by respected people to the unwillingness to change an existing supplier.

There are differences between win7home premiuim and win7 professional .
Purely theoretically, a situation is possible when, on the one hand, there is some kind of piece of iron, for which there is firewood only on win7 and the program uses EFS and / or eats more than 16GB of memory

There is also specific software. For example, Samsung has an application for working with a TV (content broadcast). And so in system requirements this program under Win 7 Home Premium and above.
