Is there any way to fix the date of publication of the material on the network?
Greetings
Is it possible to register the date of creation of graphic and text material in the open spaces of the network, but in such a way that the information is kept private, not available to anyone without a link, including crawlers, and the date of addition was fixed when the material was added without the possibility of changing it and when considering the case in court or any other organization, would this information be taken into account without fail? For example, a person wrote a story in electronic form and added it to the service. Ten years later, another person sold this story to a publisher, acquiring it in a way unknown to the author. The true author goes to the publishing house or the court, presents the material, the date of its creation.
It is the Internet service that is of interest, and not depositing, notarization, book publishing, etc.

Try Yandex.Webmaster -> Original texts
Specifically for literary texts with a large volume - proza.ru took into account the first date of publication of the text after the author, including private texts available only to him. Of course, it is difficult to talk about some kind of legal force here, so, for the sake of purity of conscience.

Of course it is possible. The most famous and, probably, reliable office that provides such services is the US Copyright Office at the Library of Congress , but there are probably others.

Of course not. Global imperialism has not yet arrived, that is, there are no "orders" that are mandatory for "any organization" on this planet.
The Russian State Library accepts for deposit unpublished results of intellectual activity with the issuance of a certificate of deposit to the authors.
From the Instructions for Depositing Unpublished Results of Intellectual
Activity in the Federal State Budgetary Institution "Russian State Library"
1.6. Depositing involves entering data about the authors of
the result of intellectual activity, about the object, its type, name,
date of creation, registration number. It also provides for the storage
of such results in the Fund of Deposited Works of the Federal State Budgetary Institution “RSL”, with
provision of free, open access for consumers to them, and without
providing such access, as well as the mandatory placement
of information about them in special information publications, including
electronic ones.
2.1. The work for deposit is provided by the Author in one
file in digital (electronic) form, in the format of
PDF electronic documents with a text layer. A single file of the Work must
include the title page, the main text of the Work,
additional appendices, graphics, drawings and other additions to the text of the
Work.
Details are on the RSL website.
In general, it looks like quite a good tool and as a defensive publication, and the provision of the deposited work is provided in electronic form. As for law enforcement practice, I don’t know, because I haven’t studied it. Logically, the court may take into account the RSL deposit certificate with a signature and seal.
