Is there an experimental OS based on JIT?

So I thought, do JIT kernels exist as an OS?
those. The kernel itself is what is loaded into memory and is essentially similar to JIT.
All software is a set based on simple microtasks that get into this core through the queue stack. After execution, the result forms the next task that learns what to do next, and so on in a circle.

Microsoft Singularity ? There are also OS projects in Java, I can't single out any specific one. See links in Wikipedia.
