Is there a wifi connection with a restriction on the type of devices (allow smartphones / deny PCs)?

Hello, one of my neighbors has a wifi network to which smartphones are connected, but not a single computer sees this network. Googled this thread and found nothing.
Are there blockings by device type? How to bypass this blockage? How to set up such a lock yourself? In general, any infa on this topic is of interest ...

Maybe a 5GHz network? In most new smartphones, this frequency is supported, and on a computer 2.4.

Most likely a hidden network and a filter by poppy addresses. Install hacker software that sees everything and see what is there.
Standard software shows the network if it received a special packet sent to discover the network.

Most likely smartphones have been configured to connect to this network.
And then the network name is made invisible. And new devices - incl. smartphones - can no longer find this network for the first connection.
Old ones, previously connected - work.
