Is there a web application for storing and working with documents?

Interested in whether there is a web application that allows you to store documents and work with them through a web interface or some kind of agent, with the following key requirements:
1. Each document has a URL and the ability to view or edit it by URL
2. Can be installed on the web server and work with documents both inside and outside the office, opening documents by URL
3. When opening a URL, the document can be uploaded locally to a temporary folder and edited by a local application such as Photoshop, temporarily blocked on the server. So that no one else at that time could edit it and there was no version conflict.
4. When you close the local application, the document is automatically uploaded back to the server
5. Create versions of documents
6. PHP, mysql or RoR or Python stack
This system should have two key mechanisms:
1. The server that stores the files
2. The local agent that will interact with the server, download documents to a temporary folder, monitor their closing and send them to server back upon completion of editing
There are similar systems, but with disadvantages:
1. WordPress + WPDR plugin - can make versions and has a URL, but no local agent
2. DIRECTUM - there is a URL, but it's difficult to put it on a web server, and it's not a web application. And the web application is rather crooked and difficult to develop. There is a local agent. But the platform itself is very crooked in terms of refinement and development. There are also licenses and payment for each user. Also, the stack is far from the web, it is MS Windows + MS SQL ..
