Is there a way to tag files, and later filter them out using a filter? Like a filter in online stores,

I used to try to filter a photo like this, but it didn’t work out, but now I need to do it on any file and I don’t know how to do it ..

At first, file descriptions were stored in files.bbs, but this was DOS. Became Windowsa replacement descript.ion. There is a question here on how to embed support for it in Explorer. Third-party file managers usually support it natively.
