By the way, having installed the VPN client, I specify in it that traffic from Telegram goes through it, attention - without setting up the Telegram client itself, something like a transparent proxy for specific applications.

ShadowSocks in PAC mode. Only it redirects based on urls, not apps

AdvOR has a "sight" tool that can be hovered over any application, and it will intercept network interfaces in it, even if the application itself does not support proxies. This is for TOR, I don't know about VPN.
