Hello. Let's say we are disconnected from the global Internet, but we have vpn. When activated, will we be able to use foreign services?

No, as there will be no connections with foreign providers.
If there is at least one connection to foreign providers, then there will be access to foreign sites via VPN

VPN is a tunneling technology. In general, it is not designed to direct all traffic or access the Internet, although private users use it for this most often.
A VPN can work between two computers connected directly without the Internet, but, obviously, such computers will not have Internet from a VPN.

Under certain conditions it will.
But this is a limited link over the air - either through a SIM card from a foreign operator (which is also calculated and banned) or through a satellite network like inmarsat - 50 greens for a subscriber, and 4 greens for megabytes from the Russian Federation and 6 greens from non-RF. vpn will only work in the local network of the Russian Federation, and if someone has satellite Internet, then through it you can connect all over the world
