Is there a video driver, third-party software that allows you to set a higher screen resolution?

About six years ago, I remember there was a feature on ATI Radeon video cards in the video drivers, there was a feature that allowed you to set the resolution higher than the monitor / TV allowed, and scrolling was done by moving the mouse to the desired angle.
And now I can’t remember what this feature was called, and I can’t google, maybe a separate product with similar functionality.
I’ll explain why I need this, usually for my current work I have enough laptop screen of a small display 1366x768, but sometimes a vertical up to 1050 is required (for example, take FullHD), it’s clear that you can’t put more into a small resolution, then you need this driver mode, or a separate application that will take over the processing, and at a single moment of time shows only part of the screen (without scaling, pixel by pixel), and if I move the mouse to the side, it smoothly scrolls in the right direction without any problems.
Has anyone met similar software / driver, or at least tell me how it was called in ATI Radeons.
