Is there a utility to quickly insert templates?

You need some kind of softinka, into which you can fill in frequently used text (function code or the like), so that later on the hot key any menu with a choice is called and after the selection the text is inserted, is there such a thing? It will take 20 minutes to write it yourself, but maybe there is already an analogue?

Yes, such a class of programs is called an IDE.
They have everything for convenient work with the code, including templates.

There is a clipboard manager CLCL. In addition to the most basic function - the history of the clipboard - it also has the templates you need.
