Ask a question on the forums / stackoverflow.com - you do not get in terms, respectively, they answer you for a long time (or do not answer at all). When there is a friend whom you can ask (sometimes you don’t even need an answer, but a direction), the issue is quickly resolved. But not always there are acquaintances in such areas.

And how will such a service differ from the same stack of flow? The fact that the questions will not be formulated? What's the point? Let the person try to formulate his question clearly. Usually a clear question is at least half the answer.
I don’t understand the motivation of those who answer on such a service, to pass through themselves a ton of nonsense like: “How to draw 7 red perpendicular lines? (C)” Maybe it’s easier to write a letter to Google so that the ban is removed from you?
