Those. sometimes you have to learn new technologies/languages, and you do it through the prism of accumulated knowledge.
Ask a question on the forums / stackoverflow.com - you do not get in terms, respectively, they answer you for a long time (or do not answer at all). When there is a friend whom you can ask (sometimes you don’t even need an answer, but a direction), the issue is quickly resolved. But not always there are acquaintances in such areas.

P.S. after C# I study ASP.NET MVC and Java/Android, as there is not enough "Who would you ask"

And how will such a service differ from the same stack of flow? The fact that the questions will not be formulated? What's the point? Let the person try to formulate his question clearly. Usually a clear question is at least half the answer.
