Excel and 1C are too broad concepts.
Today you have one structure of the Excel file, tomorrow another, a day later the requirements have changed - the third.
Same with 1C. Today you need to load into one database.table, tomorrow into another.
This is rather from the field of artificial intelligence, so that the loader itself can parse the file and write the necessary information to the right place.
If you have a standard file and know where to enter the data, then write your own and live in peace. But it will be far from a "universal" bootloader.
And it's probably better not to use Excel, but csv.
I definitely met processing for loading from Excel.
