1C 8.3 Srv x64 nethasp.ini in Windows?

Good afternoon! There is a client license for 20 people on the network, I re-read a lot of answers on Google but did not find one that would fit for me, so I had to resort to extreme measures. I will be very grateful for your help.
Let's start:
1. RHEL 6.7 - 1C 8.3.7 x64 + POSTGRESQL9.4 (/bin/conf/nethasp.ini reads fine and distributes licenses from an online license server)
2. Windows Server 2012R2 1C 8.3.7 x64 +MSSQL12
with installation, the nethasp.ini file is not created, trying to use nethasp created and tested in RHEL does not lead to anything
Placed in:

C:\Program Files\1cv8\conf
C:\Program Files\1cv8\8.3.7.1845\bin
C:\Program Files\1cv8\8.3.7.1845\bin\conf

Distribution of Licenses by Server 1C included.
It seems that it does not look at the nethasp.ini
LOG at all at startup:
A license was not found on the 1C:Enterprise server. The application protection key or received software license was not found!
due to:
Software license file not found
local key not available: Status=-100, EN8SA Local, not installed
Searching for a license in the licensing service:
Software license file not found

Status=-100, EN8SA Local, not installed

The server does not see the server license (the key of the EN8SA series is just the server key). And without it, it cannot accept client connections, and as a result, it does not look for licenses for them.
