Is there a telephony service with the ability to call and receive SMS from a foreign number + WhatsApp?

Hello! Is there a telephony service that can solve these problems:

1. receive incoming foreign calls and make outgoing international calls from foreign numbers (required)
   
2. chat with customers via whatsapp from the same numbers (required)
   
3. call recording (would be a plus)
   
4. receiving incoming SMS (will be a plus)
   
5. send sms (will be a plus)
   

I searched, and almost everywhere there are voice + sms foreign numbers, but they cannot receive SMS to hang up WhatsApp on this number. Tell me, are there any such services at all?

found a solution through a bunch of twilio.com + LDplayer with WhatsApp to scan a QR code + WhatsApp desktop on an employee's computer
