Is there a service or tool for automatic distribution of personnel to certain points?

Good afternoon.
The situation is as follows, I work as a "tyzhprogrammer" in an advertising company and would like to implement the following functionality to make life easier for managers.
For example, we have a lot of people who need to be assigned to points (promo staff) and the manager starts calling and asking where the promo lives and where it is convenient for him to work, it takes a lot of time. Please tell me some service to which I could feed the addresses of the outlets and the addresses of the promotional staff, and he would independently distribute to whom and where it would be convenient to go.
Maybe someone already faced with such a problem, I would be very grateful for advice. Thanks

IMHO the simplest and most effective solution:
Share with them (Google drive or any other share) a list or a sign with the addresses of points. Promotional staff announce the following order. Everyone enters this sign, enters his last name opposite the point where he will go. After that - rides. All.
Advantages:
1) Ease of implementation
2) The staff chooses the points themselves, taking into account all their current circumstances that you cannot know.
3) There are no claims to you about the "wrong" distribution.
4) Your labor costs for distribution and control are reduced to almost zero.

I won’t suggest a distribution service, there is another idea - to facilitate the work of the manager. Create a Whatsapp/Telegram group. Each employee sends their location, and then, well, you understand)

Geographical proximity is not equal to transport accessibility. I live in such a strange area of the city - it is between the outskirts and the center, but ALL a dozen and a half routes first go from the end to the edge of the city, and then go to the center along two central highways. Which ultimately results in an hour and a half journey to move three kilometers, and walking along the industrial zone without sidewalks is not ice.
I highly doubt you can automate this.
Try this: let the promics put them in points, say from 1 to 10, where they want, where they don’t want to work (and not where they live). The whole thing is reduced to a table in Excel and spread out with formulas based on wishes.
