There is a sim card on a call with which the gate opens. The idea is this: stick this SIM card into an old phone. Users press a button in the smart home interface, the server sends a command to the phone, the phone makes a call to the gate. Please advise how this can be implemented.

The tasker program for android helped. Accepts an http command and makes a call. Just a combine, not a program.
