Is there a service like: github + freelance?

Good afternoon.
Tell me if there are such services in which it would be possible to develop a project (private or public) and at the same time attract other developers for a fee.
Now, roughly speaking, it turns out like this: you have a project on the site (github, bitbacket, etc) and you can create a project. And if desired, other developers will modify / fix your application.
But someone will know about this application if you simply place it. Maybe it's SuperApplication ( super.site.com) - but who will notice it.
And so it would be cool if:
- it would be possible to attract other developers for a monetary reward (there may be different models for issuing access and payment);
- it would be possible to mark a certain flag - like: "help" or "help me fix last bug!"

There are services. There was an article on Habré and links were given here more than once. Only there is not "how to attract developers", but "how to make money." I don't remember the links.

Well, you can code something cool, write about it on Habré, maybe people will catch up if there is something interesting.

Go to the exchange and hire a freelancer
