Who most often seeks services on a freelance exchange?

Good day. I would like to know from your personal experience who most often seeks services from popular freelance exchanges: small customers who snatched a penny order, web studios or people with their own projects, but with a small budget? Particularly interested in the web development segment.

The problem (for customers) is that the demand for developers in the West is very high. It can take months and tens of thousands of dollars to find a smart developer. Therefore, freelance services are resorted to by all and sundry.
At one time, I managed to work in Upwork itself (I worked in the team responsible for job posts) and I remember that among the clients were, for example, ebay.com and airbnb.com. Prior to that, he worked on an internal project for bwin.com (via the same upwork). This is one of the major customers, which I know for sure.
In short, on freelance you can meet those who came there hoping to save money and those who came there hoping to quickly find a developer.

it is possible to deduce some kind of stereotype, but a dozen other stereotypes will be deduced against it at once.
if you specify - gelik or qashqai or rav4, then you can already narrow the circle of stereotypes. The same goes for different profiles.
if the customer "wants a turnkey site" - this is one thing. If you need "on Laravel on the Rest architecture" - then others generally ask this.
