Is there a risk of losing memory frequency at 4 modules?

Motherboard asus p8z77, kinston hyper X 1866 CL10 modules 4 pcs, 8 GB each. It turns out in total it will be 32 GB, Xeon percent.
There are reviews that even 4 identical modules may lose frequency or not work. Those will be, for example, at 1600. And if all are 1600, then they will be reset to 1333. Is it true or not?
