Is there a ready system for answering FAQ questions?

I'm looking for a way to make it easier to reply to emails.
There are several typical questions, but users do not read the fact.

What is needed from the system.
1. Importing letters from several mailboxes
2. Assigning a category / tag by regular expression / substring from subj
3. remembering the language of communication with the person who applied.
4. Integration with online translation services.
5. Possibility to form an answer according to the knowledge base.
Ideally, the ability to insert several ready-made answers

6. In further correspondence, collect in a chain according to the official kludge (if not, then at least the ticket number then in the subject of the answer)

7. Checking by history whether you asked before.

Important. The answer base is also multilingual. I read the auto-translated question in Russian.
I choose the necessary parts in Russian. The letter contains text in the language of the questioner.
